Typical situated starter failure. To change the starter will be the simplest way to mind any other analysis. Most times the coles of the starter motor are wasted. The magnetcontact might be old as well and some times the contacts for power to the starter motor would not be reached by the magnetic kernel.
At the end if the day ist is easier to change the whole starter instead of changing, mounting, testing the components.
